Temperature breach configuration records missing descriptions

Describe the bug

Not really an issue on its own, but when breach configs are displayed in mSupply without descriptions it looks like this:

Steps to reproduce the behavior:

1. Create new sensor with breach configs in mobile
2. Sync
3. Look at configs in desktop (Item -> Vaccines -> Show temperature breach configuration...)
4. See error

Expected behaviour

Bit hard to tell which configs are which 🤷‍♀️

Proposed Solution

Update outgoingSyncUtils to include descriptions for each config, something like the below?

• HOT_CONSECUTIVE -> Hot Consecutive
• COLD_CONSECUTIVE -> Cold Consecutive
• HOT_CUMULATIVE -> Hot Cumulative
• COLD_CUMULATIVE -> Cold Cumulative

Version and device info

• App version: Probably from 7.0.0 onwards
• Tablet model: Doesn't matter
• OS version: Doesn't matter

Additional context
