Customer Requisitions: Programs module displays in Customer requisition module of the store that are not eligible for programs #9502
Description
What went wrong? 😲
It should not display the programs TAB under Customer Requisition module, if the store and master list are NOT CONFIGURED for programs.

Expected behaviour 🤔
Programs should not be displayed for requisition if the store is not configured for support vaccination/other types of programes
- Create a store and set the type as Store
- Assign a master list which is not belong to any kind of programs
- Now log in to the store and create to create a requisition
- The user will be prompted to the Program tab even he cannot do a requisition for a program.

Steps to reproduce the behaviour:
- Go to customer requisition module and check Customer names.
