[emacs] libtree-sitter 0.26.0-1 causes failure to load tree-sitter in emacs

Description / Steps to reproduce the issue

After updating mingw-w64-x86_64-libtree-sitter to 0.26.0-1, emacs fails to load tree-sitter. Downgrading libtree-sitter to 0.25.9-1 gets it working again. emacs is at version 30.2-3.

Expected behavior

tree-sitter should work.

Actual behavior

but doesn't.

This issue still exists with the following versions:

mingw-w64-ucrt-x86_64-libtree-sitter 1~0.26.2-2
mingw-w64-ucrt-x86_64-emacs 30.2-7

Treesit libraries are installed correctly in ~/.emacs.d/tree-sitter but they fail to load.
