I'm very skeptical about that project, but they indeed have users! They have survived up to now since they forked from Qt's codebase several years ago.
CopperSpice is huge and slow to compile. Shipping ready-to-use packages will help people who want to experiment with CopperSpice in the MSYS2 environment.
There is an old FR, but the OP closed it before anyone looked at it.:
