cannot find find templates when create new project in VS2019

When I type a keyword 'Torch', just as shown in sample video, I cannot find templates, but this extension is installed successful.
How to fix this? thank you ~

Strange, everything is OK but cannot find it. I check my environments, my VS2019 version is a little old, maybe I need to update it first.
