useTimeout exists in the Muban Core Component Library.

Additionally,

• we should probably also auto-cancel these hooks in onUnmounted
• the startImmediate should probably default to true to mimic the browser timeout.
• timeoutRef doesn't have to be a ref, can be a normal const.
