[pickers] Date and Time pickers do not open using Alt + Down in Chrome

Steps to reproduce

Steps:

1. In Chrome, focus the text input of any date/time picker that opens a popover, e.g. Date Picker
2. Press Alt + Down on the keyboard

Current behavior

Calendar / time popover does not open

Expected behavior

Calendar / time popover should open

Context

The default behaviour in Chrome for a date input is that it opens on pressing Alt + Down

That makes sense to achieve feature parity with the built-in pickers. That should also be fairly easy to do, since we already track the keydown events in the pickers.
