[charts] Support timeline view (navigator) for time series data

Summary

We currently support viewing time-series data through bar and line charts. We also have the feature to zoom and pan to see specific time intervals better.

This requirement is to show a timeline view at the bottom with draggable handles on both sides to control the timespan. Optionally, we can add presets at the top for values like: Last week, Current month, 1Y etc.

It's different from #15383, as it's not a minified view of the same chart. This timeline view can show some other series (or chart) like volume of shares traded while the main chart shows the box plot of the share price.

Since most of the functionality would be the same, we would just have to change the datasource to render.
