[charts] Support time animation

Add a time axis that allow navigating between time values

For example most of Our World in Data have a year properties that could allow to display a time axis which is basically a slider along the year properties that filter the dataset to only render the series at a given year

Would need to handle properly the gap when data are missing between two dates
