Ventura Image Unexpectedly Small (only 13.4MB)

I'm using sudo ./installinstallmacos.py --seedprogram DeveloperSeed to create an image for Ventura beta. It downloaded a 12.01GB InstallAssistant.pkg file. However, the image it created is only 13.4MB, even though it can be successfully mounted and the 31.9MB Install macOS Ventura beta.app inside it can be launched.

Is this expected?

I found it strange too, but it installed just fine.
