Service might not start on boot due to SQL Server not yet started

Describe the bug
When Windows starts the SupportManager.Web service might not start due to SQL Server not being available.

To Reproduce
Steps to reproduce the behavior:

1. Reboot PC

Expected behavior
SupportManager.Web should wait until SQL Server becomes available, preferably using service dependencies.
