work out what to do about a Welsh language glossary

At the moment the glossary has no concept of language and only contains entries in English. A minimum is probably adding a language column to the glossary table and updating the lookup code to respect this based on the current site language.

Would also need to make an effort to populate it but could possibly use https://senedd.cymru/rhestr-termau/ as a starting point.
