Enable editing of existing annotations

At the moment annotations can only be added, or deleted and then only if they have been reported. If it's only going to be staff/trusted users adding these then the ability to edit them is probably going to be useful.

This will probably involve a chunk of work to re-do the existing annotation stuff.
