Squash punctuation in Bill committee name grouping #1979

Description

@davewhiteland

Names of a public bill committee that differ only by apostrophe/prime are shown as separate entities. It would be nice if those two characters were treated as equivalent for grouping.

For example: Looks like these two could more helpfully be treated as the same thing:

Children's Wellbeing and Schools Bill
74 speeches
Children’s Wellbeing and Schools Bill
1587 speeches

[I had an amateur look to see if there's something like raised as an issue already but didn't spot anything, and of course this distinction is probably originating from the Parliament source]
