squash gallery migrations and remove pictures

After #999 gets merged:

- `django-pictures` is no longer used in the codebase
- only remaining imports are in the gallery migrations
- these migrations are squashed into new one that does not have said imports
- after all migrations are applied on existing installs, old migrations can be removed
- then the dependency can be removed as well
