不兼容higress独立版

higress是阿里云开发的一套网关系统，利用了Higress

健康检查一直失败就无法启动了

r-nacos设定上只百分百兼容sdk协议，非sdk协议有选择性兼容。
目前确实没有兼容上面的console接口。

如果它只依赖这个查询状态的接口，可以加上兼容。
