defaultRegistry not respected

I set defaultRegistry: 10.0.0.254:5000, however, new builds are still using 127.0.0.1. I have the same issue with build.yml not being respected.

EDIT: build.yml was my fault, skipped past the part that it was expected in the source repository itself.
