Class library's can not be referenced

Details about Problem

VS version Microsoft Visual Studio Community 2019 RC Version 16.0.0

VS extension version 1.0.0.105

Firmware image version 1.0.4-preview.404

Detailed repro steps so we can see the same problem

1. Built the class library

2. Create a new application

3. Reference the .dll created

4. The reference will not be available

I know nothing about vsix extensions. However I looked at in earlier NF extension and the newest one. I saw that this version had an extra directory named CSharp.ResourceTemplate. I hope this helps.

I'm afraid that's totally unrelated...
That's the new template for managed resources that was added a few weeks ago.

The class library's that are referenced can't be viewed in the object browser.
