Add (opt-out) telemetry for VS extension and tools

Description

Although Telemetry can be deemed controversial, in order to improve certain aspects of nanoFramework, it would be beneficial to add it in certain areas. Namely this would involve:

• nanoff (nanoFirmwareFlasher)
• VS Extension (nanoFramework)

Although "opt-in" would be preferential, it is unlikely (with the current userbase) to attract enough support to give enough detail.
Before implementation, this should be discussed in-depth with the user community (for which a new channel should be added to discuss).
