use modified topaz forecast files

Change topaz_forecast dataset so it can read modified files, which:

• are reprojected into nextsim projection and interpolated towards coast so we can use interpGridToMesh
• contain only the layers we want (surface or 30m for currents)
• files are also merged into one for each bulletin date which should help with 'file count' quotas
