We already run our CI tests on ubuntu-latest, but we only build wheels on macos and windows. I see no reason not to add ubuntu-latest to the build matrix.
As previously discussed for invest, we'll not make these manylinux-compatible, because we'd have to include a whole bunch of libraries as dependencies of libgdal.
