fix: replace stale NEXT: grep with RUN: in validate-phase.sh (2731-c62d)

validate-phase.sh grepped for '^NEXT:' to detect partial test-batched.sh
runs, but test-batched.sh emits 'RUN:' in its Structured Action-Required
Block. This caused validate-phase.sh to falsely report TESTS: PASS when
tests were still incomplete after a timeout.
