fix(dso-w0fc): update ticket-create.sh usage to show --parent flag syntax

The usage text and header comment showed the old positional [parent_id]
syntax. Updated to show --parent <id> which is the preferred flag form.
Also updated ticket-cli-reference.md to document --parent, --priority,
and --assignee flags with correct examples.
