As a case worker

I want a case id that's easy to understand and share

So that I can do my job effectively

Acceptance Criteria

• Strata has a user-facing identifier that's easy to be used, read, and understood by users
  • Use case: We want a user reading an identifier to a case worker over the phone to be easily understood
• The identifier shouldn't use letters that are easy to mix up
