Background
Many projects have a need to notify users via SMS. The first use case of this is https://github.com/navapbc/oscer which anticipates needing to demo SMS functionality by April.
Description
This epic enables project teams to turn on SMS notifications
Acceptance Criteria
- platform-test demo application demonstrates SMS notification functionality
- template-infra contains functionality to turn on SMS notifications
- Self-service documentation that project teams can use to set up notifications
Out-of-scope
- Azure template (this will be handled in a different epic)
Dependencies & Risks (optional)
- OSCER team needs this implemented with enough time for them to implement it for their April demo
- OSCER team's roadmap and priorities may change, requiring the need to keep in sync with that team
