Updates to Data Standards page

Emerges following actions related to HTAN1 Data Model sunset in ncihtan/data-models#527

Currently, the portal refers to the HTAN1 Data standards, and that page is set to update and link to each release of the HTAN1 Data Model, from the data-models repo: https://github.com/ncihtan/data-models

Presumably we will want to update this to refer to HTAN1 vs HTAN2 standards, and eventually link out to the latest release of the HTAN2 Data Model, from the htan-linkml repo: https://github.com/ncihtan/htan-linkml

Not urgent. Can likely revisit in Q4 2025.

Discussed with Onur in NYC in July 2025. Agree, eventually we will need to update this to also point to the different repos
This is where we can provide user with contextual information about the differences between standards.
Docs are implemented in a native state in linkml, will need to add to design doc.

@jen-dfci and @aditigopalan I understand you will be exploring updates to the data standards documentation in the Fall. Just an FYI that I had previously backlogged this issue and logged discussions to-date. Unsure if you want to move this to a documentation-related repo, or keep in the portals repo.

Thank you @aclayton555 -- we are using this issue as the way to track updates on the data portal for phase 2 data standards. Once data standards are updated on the portal, I will initiate a manual ticket to link out to the portal.
