Integrating GeoJSON Layers

Add functionality to Geo-Explorer to support Geojson layers, will entail the following:

• Addition of a new dataset type refer to DatasetType specific to GEOJSON
• Add support a list of GeoJSON Layers like simple_layers which will be in the config
• Create a separate tooltip whose role would be to interact with the GeoJSON layers
