Ersatz client refresh token valid not reset on fork

If a provisioner does not have refresh tokens enabled, its transaction will have the refrehs token marked as valid. This transaction is cloned on forking by an ersatz client. If the ersatz client allows refresh tokens, then this flag should be set true.
