how do you run authobot before even starting docker daemon ?

if we had to use --authorization-plugin option in dockerd for having plugins from dockerd start, how can we use this authobot plugin ? We need to run it as a separate process before starting dockerd ?

The approach mentioned in the readme says use docker plugin command to enable the plugin but lets say if we a brand new system coming up, is there any mechanism to feed in authobot plugin to dockerd while starting up itself.
