Background

This is a follow up of task Spin up a staging MPC testnet cluster #86

the aim on this task it to create an official guide for creating the setup. so other team members can follow it when needed.

User Story

As an MPC developer I'd like to be able to follow a guide to create an MPC (TEE) setup on testnet.
