Add support for `DeployGlobalContract` and `UseGlobalContract` actions

The nearcore 2.5.0 release has added two new actions.
This is the part of the NEP-591

The given functionality is not yet available on the testnet, so we are not creating an implementation for now.
Most work is done here: #456 #457 but it is not tested, so it's blocked until March 17th (testnet release)

Also, it might be a good idea to add DelegateActions action in construct_transaction to simplify construction of meta transaction:

However, this change might involve a lot of code duplication

I believe actions will be converted automatically, if you configure relayer
But need to be rechecked ;)

@akorchyn I think it can be done by adding meta_transaction_relayer_url in the config, but I believe it would be better to have an extra action for it as well (in case this can be added without too much hassle)
