Controlling Executions Per Block

Hello,

I would like do the following:

Block 1:

1st: Contract A make External Call to Contract B - create promise 1
2nd: Contract C make External Call to Contract A - create promise 2

Block > 1:

order doesn't matter: promise 1 returns to Contract A
order doesn't matter: promise 2 returns to Contract C

I don't need help setting up the contracts, but I need help ensuring the Call from Contract C to Contract A happens before promise 1 is returned to Contract A.
