[Task] Setup PR template

Background

In order to allow the omni-transaction-rs developer community to contribute to the project, we should provide a PR template so they can support the development efforts easily.

User Story

As a developer I want to have a PR template, so that I can contribute to the project easily.

Acceptance Criteria

As a developer who wants to contribute to the Omni-Transaction-rs library, I should be able to create a PR and have predefined values that will make my contributions.
