Steps to Reproduce

  1. Install a tool (e.g., Telegram) via the chat interface
  2. Go to Settings > Extensions
  3. Click "Activate" on the same tool

Expected Behavior

Tool recognizes it is already installed and activates without additional configuration.

Actual Behavior

Instead of activating, it opens a credential configuration popup asking for "Telegram Bot API token." The tool is already configured and working from the chat install, but the Settings page does not detect this. Observed on 3 different tools that were previously installed from chat.
