When some Casc fails because of a connection error, Yontrack should not fail to start

For example, if the Casc config for Jira or Bitbucket fails, this will prevent Yontrack to start at all.

Whereas if we only log a message and raise an alert in the UI, we can always fix the Casc and Yontrack can pick the new config.
