background worker is not started on neon cloud read replicas

Hi!

I'm getting an error 
```
ERROR:  [rag_bge_small_en_v15] Couldn't connect worker stream /tmp/.s.pgrag.rag_bge_small_en_v15.412: No such file or directory (os error 2)
```
on read replicas.

is that expected?
