Better /scibowl/ #78

Hi again :D
There's a few ways in which this scibowl section is lacking; particularly:
- There's 5 seconds to buzz, but once there's a buzz they have about one second to START answering (or else it's a stall) and they have to KEEP answering until they're done (or else it's a stall), but they can talk/type as long as they want. Latency would be an issue in enforcing this though. (I'll fork and see if I can make sense of your code enough to try this)
- Answers are a lot harder to parse. Especially on math computation ones. 0.2222 or 2/9? 2pir or 2πr? Also especially on the multiple-answer ones, where the "by name or number" answer is never correctly parsed.
- NSB sample sets are really easy. Not sure where harder questions would be obtained though. If I ask, my scibowl team might donate some that they don't usually use, idk.
- Bonuses are fun! Although this would require a team element, which is hard when you have to type your collaboration.
