`sendTransaction` is silent on `PoolRejectedTransactionByMinFeeRate` error

As the issue's title goes, sendTransaction is silent if transaction has not enough fee.
Is this expected?

Seems that PoolRejectedTransactionByMinFeeRate will only be checked on a full rpc node. In a full node, transactions will be submitted to tx pool and perform some check (See https://github.com/nervosnetwork/ckb/blob/3c8d8fbaeb2f1706c86514fc6556710b72d10764/rpc/src/module/pool.rs#L623).

In a light node, no tx pool checks will be performed, only some basic checks, see:
