Stand up historical NE Scala sites

Apparently there are pointers from the main Scala page to our historical pages. When we get a chance, we should stand those up again (wherever our new site winds up being), and redirect to the new site. See scala/scala-lang#1491

They're now live under nescalas.github.io; we just need to see if we can get the domain working as desired.
