Fix cross-toolchain versioning #4
Description
We should use consistent versioning for crosstool.
- add version for the toolchain to dockerfiles
- build different tags of *-deps docker images for different crosstool versions
- use a matrix build for different rpi boards and base image versions which target different *-deps container
