Option for blocking internet while paused / reconnecting #5092

Is your feature request related to a problem? Please describe.
OpenVPN supports a feature known as "seamless tunnel" which blocks outbound internet if the VPN is disconnected. An equivalent feature for exit nodes would be nice. This prevents accidental egress from unintended IP addresses.
Describe the solution you'd like
A toggle / option for exit nodes (or the entire application) that blocks outbound internet connection if an exit node cannot be connected to / is not actively being routed through.
