Allow 'when' to be a child of the 'refine' statement

Already if-feature and must statements are children under "refine", why not the "when" statement...?

It would be nice to have:

when 'false()';  // disables node from grouping

Rather than:

if-feature 'foo and not foo'; // disables node from grouping
