Netspeak can't find multiple phrases with the same frequency and length

I don't know what causes this. It usually happens way down in the result set, so my best guess is that Netspeak stops searching very early ("I found "x y z" with freq 100") and then uses a frequency offset to get a few more phrases ("Next, all phrases with freq <100").
