docs(CHANGES): backfill SHA and the locale-gating fix for the #1109 row

The row described only the first commit. Records the two follow-ups that
shipped in the same PR (validity no longer gated on the UI locale;
normalization before lookup + unknown-locale guard) and the merge SHA.
