Specify an "InstallNewPipeline" constructor for OTel exporters

In the Go exporter we have an InstallNewPipeline function that creates an exporter, registers it in a trace and metrics pipeline SDK, and registers that SDK as the global. This is used to ease the burden of new users and provide them sane defaults.

This should be specified for all New Relic exporter packages.

Additionally, it should be extend to ensure the SDK it created uses appropriately annotated Resources with all semantic conventions populated.

This is a fantastic idea, and having consistency between languages (where it makes sense and is viable) seems helpful.
