Serverless Mode CDD Draft

Description

As part of the Serverless POC initiative, iteration on the change design/spec for the Java agent will be ongoing. A living design document will be crafted as WIP while the implementation progresses.

Acceptance Criteria

This will serve as a starting point/draft which will be worked on over the next sprint or two, before it's democratized for review by other teams (e.g. .NET).
