CI: Address all RuboCop Metrics/AbcSize violations

With #1426 and the Sunrise Ruby milestone we addressed many AbcSize violations and referenced all remaining work in .rubocop_todo.yml. We should circle back to the outstanding items to address them and get their references removed from the TODO file as time permits.

PRs 1849 and 1854 represent the work that chipped away at our backlog of AbcSize violations. We'll get after the remaining stragglers as time permits.
