Run performance tests on hybrid agent code

Using the perfverse, run performance tests on the hybrid agent.

Make sure you're using a tag with all the changed code to run the test, or update the set-agent-versions.sh file to use a branch

Most likely this testing will be done using a branch on workflow dispatch where we change the default application to call OpenTelemetry APIs and use the different run fields to configure the hybrid agent to be on/off

The tests should not be run until all the code is merged, but the setup work can be started beforehand.

This research has been completed. The test results do not raise concerns about the impact of using the Hybrid Agent.
