The CPUProfiler will handle the collection of pprof.time telemetry. We are going to use the fork of pprof, @datadog/pprof because it has been updated to support Node.js versions > 20. The Profiler should also implement a base Profiler interface(which will also be created in this first story). It should allow for starting, stopping, collecting telemetry based on configuration passed in.
