Too Many Signals - Evaluate status for the first 25 #596
Description
For steps that have too many entity signals, currently we don't evaluate the entire step.
Alerts also are not being evaluate for too many signals.
Update to include a too many signals alert check, and evaluate the first 25 signals of each type.
End state: we show status for the first 25 and provide some kind of indicator on the signals that aren't being included in the evaluation.
